These are two phrases you hear a lot from the Democratic opposition to Donald Trump: that it's happening recklessly and is only being done because Donald Trump demands unyielding fealty to him. No one who would give him an honest statement, if it was going to disappoint him, would ever utter such a word. They're going to put in people that are loyal.

From Trump's perspective — it's not even necessarily the Republican side of things — it’s about the belief that if he leaves certain people in place and tells them to do something, they will simply not do it. He wants people who will execute his will. This is not a unique thing with presidents.
